WHEREAS, City Council reviewed the status of the Local Declaration on February 23, <br />2021 and by Ordinance 2021 -14 determined to continue the Local Declaration without <br />modification; and <br />WHEREAS, City Council reviewed the status of the Local Declaration on April 27, <br />2021 and by Ordinance 2021 -26 determined to continue the Local Declaration without <br />modification; and <br />WHEREAS, Governor Northam has indicated that he is likely to terminate the State <br />Declaration effective June 30, 2021; and <br />WHEREAS, based upon the progress achieved in addressing the pandemic and the <br />anticipated termination of the State Declaration, it is advisable to terminate the Local <br />Declaration, effective June 30, 2021. <br />NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br />1. That the Local Declaration shall expire on June 30, 2021 at 11:59 P.M., unless <br />sooner modified or cancelled by City Council or the Director of Emergency Management, either <br />of whom may act. <br />2. That as of June 30, 2021 at 11:59 P.M. the terms and provisions of the Emergency <br />Ordinance shall be of no continuing effect. <br />3. That the provisions of the Emergency Ordinance authorizing electronic meetings <br />and -overning the conduct of public hearings and the provision of documents for public <br />inspection shall continue to apply as set forth therein to meetings of the City Council until June <br />21, 2021 and to meetings of all Boards until June 30, 2021. <br />4. That, notwithstanding any other provision of the Emergency Ordinance: <br />(a) City Council shall resume in- person meetings with a quorum present in <br />the City Council Chamber, and with public attendance, at its regularly <br />scheduled meeting on June 22, 2021; <br />(b) The Rules of Order and Procedure of the Portsmouth City Council shall <br />apply without modification to the regular meeting of City Council on June <br />22, 2021 and to all meetings of City Council thereafter. <br />(c) All other Boards, as said term is defined in the Emergency Ordinance, <br />shall resume in- person meetings with a quorum present and public <br />attendance as of July 1, 2021. <br />5. That this Ordinance shall take effect on the date of its adoption. <br />
