Under 2023 future Build (i.e. Phase 1 development only) conditions, operations are anticipated to be <br />acceptable throughout the study area. Based on anticipated operations and queueing under 2023 Build <br />conditions, the following off -site roadway/intersection improvements are recommended with the <br />construction of the casino with hotelfconvention space Each of the proposed roadway improvements below <br />are further depicted in Figure 14. <br />The following principle findings were noted from the operational analyses <br />• Under 2023 AM and PM peak hour conditions, interchange and intersection operations are <br />expected to be acceptable with proposed Phase 7 (i.e., casino and hotel/convention space, only) <br />development trips. <br />• Under 2023 AM and PM peak hour conditions, there are no queueing concerns anticipated at the <br />interchange ramp intersections with proposed Phase 1 (i e., casino and hoteVconvention space <br />only) development trips. <br />• Under 2026 and 2032 conditions, the 1.264 and Victory Boulevard interchange ramp terminus <br />Intersections are expected to be approaching capacity with anticipated background traffic growth <br />from 2019, proposed Phase 2 development trips, and potential development of the 12 -acre City- <br />owned parcel. <br />• Each of the four 1 -264 and Victory Boulevard interchange ramps are anticipated to operate within <br />capacity for single -lane ramps under 2023 conditions (Le, with Phase 1 development trips). <br />From the operational analyses, it is concluded that a phased approach for the proposed development will <br />be appropriate with regards to the ability for existing roadway, Intersection control, and interchange <br />infrastructure to accommodate proposed trips. It is acknowledged that there are select segments and <br />turning movements that will experience additional delay and queueing under future 2023 Build conditions. <br />In addition to updated traffic signal timing plans, this TIA has identified several other potential improvements <br />focused on reducing vehicle delay, mitigating periodic queuing, and facilitating traffic progression along <br />Victory Boulevard. The following recommendations are being proposed with the construction of Phase 1. <br />Victory Boulevard and 1 -264 WB Ramos/Belmont Avenue <br />Westbound Aoaroach <br />• Extend the existing exclusive right -turn lane (Le 200 feet of full -width storage and 100 feet of taper) <br />to 350 feet of full -width storage and 100 feet of taper to improve the ability for right - turning vehicles <br />to access the right -turn lane under anticipated left-turn queueing. <br />• Restripe all turn lanes to improve storage lane delineation and increase storage efficiency. <br />Victory Boulevard and-L-264 ES Ramps/Cavalier Boulevard <br />• Restripe the existing eastbound approach to consist of an exclusive left -tum lane, a shared <br />thmugh/right -turn lane, and an exclusive right -turn lane <br />• Restripe all approach lanes to improve storage lane delineation and increase storage efficiency, <br />Victory Village Entertainment District Chapter 527 Tralfic Impact Analysis <br />October 2020 <br />
