That the use permit is approved subject to the following conditions which <br />shall be observed by the applicant and any successor in interest: <br />(a) The development shall be in substantial compliance with the site plan <br />entitled Concept Plan on Lots 12, 14, 16, 18, 20, Block S Plan of Brighton <br />(Map Book 1, Page 91) Randolph Street, Portsmouth, Virginia dated May <br />26, 2021 and the submitted concept elevations. <br />(b) In preparation for Site Plan Review, the applicant shall submit to the City: <br />(1) an updated site plan that provides the location of the Flood Zone AE; <br />and (2) building elevations that adhere to Section 14.1 of the Portsmouth <br />City Code (Flood Protection Ordinance). <br />
