EXHIBIT A <br />Approved 2022 Federal Legislative /Budget Initiatives in Brief <br />In brief, the items listed below have been shared and approved by Portsmouth City <br />Council for inclusion in the City's 2022 Federal Legislative Initiatives Packages for <br />adoption by Resolution November 23, 2021. <br />Legislative Initiatives: <br />In general, the Portsmouth City Council stands in agreement with the National League <br />of Cities on numerous issues included in their 2022 statement of Federal Public Policy <br />Positions. This includes several standard stances and several new positions such as: <br />• Opposition to the Federal Government using its significant financial powers to the <br />detriment of local governments <br />o It should not use the bureaucracy of complex regulations, policies, and <br />federal departmentalization to stunt, delay, impede, or control local <br />governmental decisions regarding how to provide for the needs of its <br />citizens <br />• Opposing unfunded mandates through federal overreach, and any Federal <br />policies and regulations affecting local governments that mandate new costs for <br />local governments without providing funding to support those new mandates <br />• Supporting strengthening of Intergovernmental partnerships through all levels of <br />government, including Federal Government flexibility in working with local <br />governments being that local governments are the ones providing necessary <br />services, solving day -to -day problems, and responding to the needs of citizens <br />• Support for the longstanding principle that state and local taxes (SALT) should <br />not be considered federally taxable income and oppose efforts to further reduce <br />the deductibility of SALT on federal income tax returns. <br />• Support policies that grant administrative control of programs, projects, and use <br />of tax revenues to the lowest and most directly connected level of government as <br />possible <br />o Local governments are best suited to administer programs and monitor <br />programs for the benefit of local citizens. Activities by the Federal <br />Government that impede the ability of local governments to manage <br />franchising, zoning, permitting, local licensing, and local code <br />development stymie the growth of local economies and cities. Preemption <br />or federalization of programming and other regulator activities diminish <br />citizen input for community development <br />
