EXHIBIT A <br />Approved 2021 State Legislative & Budget Initiatives <br />In brief, the items listed below have been vetted and approved by Portsmouth City <br />Council for inclusion in the City's 2021 State Legislative Package for adoption by <br />Resolution November 10, 2020: <br />State Legislative Initiatives: <br />1. Alignment of Virginia Code Sections §63.2 -100 and §16.1 -228 as referring to <br />sexual exploitation of children <br />• The new definition of "abused and neglected child" found in Va. Code § 63.2 -100 <br />as of 1/1/21 includes the reference to child sexual exploitation <br />Likewise, the new language in Va. Code §16.1 -228 regarding the definition of <br />"abused and neglected child" does not include the reference to child sexual <br />exploitation <br />This disconnect probably occurred due to the different committees which rewrote <br />these Code Sections <br />.- § 63.2 -100 went through the Committees on Rehabilitation and Social <br />Services <br />§16.1 -228 went through the Courts and or General Laws committees <br />State Budget Initiatives: <br />1. § 62.1- 132.3:2. Port of Virginia Economic and Infrastructure Development <br />Grant Fund and Program <br />Fund was created through City of Portsmouth's 2019 State Legislative <br />Initiatives <br />package - initially capitalized at $1 M annually <br />Request is for a $1 M increase for this fund <br />Portsmouth received $500,000 in 2020 from this program for a port related <br />economic development project <br />2. § 44- 146.29:3. Emergency Shelters Upgrade Assistance Grant Fund <br />• Fund created through City of Portsmouth's 2020 State Legislative <br />Initiatives Package <br />• Initial funding request was for $2.5M annually <br />• Fund was created with $2.5M only for FY21 <br />• The request is to provide $2.5M annually <br />
