in'' l .rte J AN ORDINANCE TRANSFERRING $251,690.22 FROM THE OUTDOOR RECREATION ENHANCEMENT LINE ITEM OF THE FY 2020 CAPITAL IMPROVEMENT FUND BUDGET TO THE FY 2020 COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND FOR THE PURPOSE OF REIMBURSING CDBG FUNDS PREVIOUSLY UTILIZED FOR THE PORTSMOUTH SPORTSPLEX ROOF REPLACEMENT, AND FURTHER DEDICATING THE FUNDS SO TRANSFERRED FOR USE IN CONNECTION WITH PARK AND PLAYGROUND IMPROVEMENTS IN MOUNT HERMON. WHEREAS, in FY 2015 the City utilized $251,690.22 in Community Development Block Grant Program funds to replace the roof on the administrative building at the Portsmouth Sportsplex; and WHEREAS, the replacement of the roof was completed, but the City does not currently intend to occupy the administrative building for a use that qualifies for funding under the CDBG program; and WHEREAS, the U.S. Department of Housing and Urban Development has therefore advised the City that it should reimburse the CDBG program in the amount of $251,690.22 from non - federal funds; and WHEREAS, the funds that the City pays as reimbursement will then become available to the City to use under the CDBG program; and WHEREAS, the City has identified $251,690.22 of non - federal funds in the Outdoor Recreation Enhancement line item of the FY 2020 Capital Improvement Budget that is available for use as the CDBG reimbursement; and WHEREAS, this Ordinance transfers the said funds from the FY 2020 Capital Improvement Fund Budget to the FY 2020 Community Development Fund and further dedicates those funds to park and playground improvements in Mount Hermon, which is an eligible use under the CDBG program; and WHEREAS, there will therefore be no net financial loss to the City from the reimbursement to the CDBG program; NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Portsmouth, Virginia; 1. That it hereby transfers the sum of $251,690.22 from the Outdoor Recreation Enhancement line item of the FY 2020 Capital Improvement Fund Budget and appropriates said funds to the FY 2020 Community Planning and Development Program Budget.
