City of Portsmouth Zoning Ordinance 11/6/2020 <br />Article II. — Zoning Districts <br />Sec. 40.2 -207 — Downtown Dl District and Sub - Districts <br />General Purposes <br />(e) Off - Street Parking Standards <br />(i) Amount <br />Converted residential buildings shall provide at least one (1) off - street parking <br />space per dwelling unit, but no more than two (2) spaces per dwelling unit may <br />be provided. <br />(ii) Location <br />Off - street parking spaces shall be located to the rear or side of a structure, and <br />accessed by an alley, if one exists. <br />Sec. 40.2 -207 — Downtown D1 District and Sub- Districts <br />(A) General Purposes <br />The Downtown (D1) district and sub - districts are created for the purposes set forth herein <br />and without limitation, for the promotion and preservation of the City's educational, cultural <br />and economic interests, opportunities and advantages. The district includes and bounds the <br />Downtown Design Overlay District and significant tourist routes providing access to historic <br />structures, buildings and locations in downtown Portsmouth. The Downtown (D1) district <br />fulfills this purpose through: <br />(1) The preservation and protection of buildings, structures, places and areas of educational, <br />cultural, economic and civic interest in the area designated by City Council as the <br />Downtown DI district. <br />(2) The development and maintenance of appropriate settings and environment for such <br />buildings, structures, places and areas; <br />(3) The protection and enhancement of the tourist corridors leading to the designated historic <br />districts, governmental facilities and historic waterfront; <br />(4) The regulation and control of construction of new buildings and structures in accordance <br />with the City's comprehensive plan, adopted by the City Council. <br />(B) Downtown D1 Sub - Districts <br />(1) Permitted Uses <br />Uses permitted in the Downtown Districts shall be governed according to sub - districts, <br />as shown on the Zoning Map. Table 40.2 -216 Use Table of Sec. 40.2 -216 lists the uses <br />allowed in the various sub - districts. The designations and general purposes of the sub - <br />districts are as follows: <br />(a) T3 Sub - District (Urban Residential) <br />The T3 sub - district contains a mix of residential uses, but maintains a residential <br />urban fabric. These areas, furthest from the Olde Towne Historic District, represent <br />the least intense development downtown. This sub - district contains flexible <br />dimensional requirements and densities to allow development consistent with the <br />design of existing downtown neighborhoods. <br />Page 26 <br />
