AN ORDINANCE APPROPRIATING THE SUM OF $1,250,000 FROM THE GENERAL FUND — UNASSIGNED FUND BALANCE TO THE NON - DEPARTMENTAL, SALARY - BONUS LINE ITEM IN THE FY 2021 GENERAL FUND BUDGET FOR THE PURPOSE OF FUNDING A ONE -TIME SUPPLEMENT IN THE NET AMOUNT OF $500 TO ALL FULL -TIME AND $250 TO ALL PART -TIME EMPLOYEES OF THE CITY OF PORTSMOUTH WHO DID NOT RECEIVE CARES ACT FRONT LINE HAZARD PAY. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That it hereby appropriates the sum of $1,250,000 from the General Fund — unassigned Fund Balance to the Non - Departmental. Salary - Bonus line item in the FY 2021 General Fund Budget. 2. That. subject to the liniitations in Section 3 throu11h Section 5, the appropriation shall be used to fund a one -time supplement in the net amount of S500 to all full -time employees of the City of Portsmouth and a one -time supplement in the net amount of $250 to all part -time employees of the City of Portsmouth. 3. That, for purposes of this Ordinance only, the term "employee of the City of Portsmouth" includes any employee whose salary or wages are paid in whole or in part by the City of Portsmouth. 4. That employees who have received or are eligible to receive Front Line Hazard Pay from the City through CARES Act funding are not eligible to receive the supplement authorized by this Ordinance. 5. That elected officials, appointed Judges and Magistrates, and Commissioners serving on Boards and Commissions are not eligible to receive the supplement authorized by this Ordinance. 6. That estimated revenues and expenditures in the Non - Departmental, Salary - Bonus line item in the FY 2021 General Fund Budget are increased by $1,250,000. 7. That this ordinance shall take effect on the date of its adoption. ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held on October 13, 2020. Teste: City Clerk
