ORDINANCE VLNn-ii <br />AN ORDINANCE TO MODIFY THE APPROPRIATION MADE BY ORDINANCE 2019- <br />106 ADOPTED ON DECEMBER 10, 2019 BY REDUCING THE APPROPRIATION TO <br />THE FY 2020 PORTSMOUTH PUBLIC SCHOOLS GENERAL FUND BUDGET BY <br />THE AMOUNT OF $101,543 IN ACCORDANCE WITH THE REQUEST OF THE <br />PORTSMOUTH SCHOOL BOARD. <br />WHEREAS, in accordance with standard practice, in the fall of 2019 Portsmouth Public <br />Schools estimated the amount of funds from its FY 2019 General Fund budget that were <br />encumbered but not expended during the FY 2019 fiscal year; and <br />WHEREAS, PPS estimated that the amount of $237,202 from its FY 2019 General Fund <br />budget was encumbered but not expended and on October 10, 2019 the Portsmouth School <br />Board requested that City Council re- appropriate FY 2019 funding in said amount to the FY <br />2020 PPS General Fund budget; and <br />WHEREAS, by Ordinance 2019 -106 adopted on December 10, 2019, City Council re- <br />appropriated $237,202 from the FY 2019 PPS General Fund budget to the FY 2020 PPS General <br />Fund budget; and <br />WHEREAS, based on the cancellation of certain purchase orders and the results of its <br />comprehensive financial reporting and external audit process, PPS has determined that the <br />amount of encumbered but unexpended funds that should have been re- appropriated from the FY <br />2019 PPS General Fund budget to the FY 2020 PPS General Fund budget is actually $135,659 <br />($101,543 less than City Council re- appropriated on December 10, 2019); and <br />WHEREAS, the Portsmouth School Board therefore adopted a Resolution on January <br />23, 2020 requesting City Council to reduce the FY 2020 PPS General Fund appropriation by <br />S 101,543; <br />NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br />1. That the $237,202 appropriation to the FY 2020 General Fund budget for the <br />Portsmouth Public Schools made by Ordinance 2019 -106 adopted on December 10, 2019 is <br />hereby reduced by $101,543, and that the FY 2020 General Fund budget for the Portsmouth <br />Public Schools is therefore reduced by the amount of $101,543. <br />2. That estimated revenues and expenditures in the FY 2020 Portsmouth Public <br />Schools General Fund budget are reduced by $101,543. <br />3. That the revised funding appropriation for the FY 2020 Portsmouth Public <br />Schools General Fund budget is as shown on Exhibit A hereto. <br />4. That this ordinance shall take effect immediately on the date of its adoption. <br />
