That the appropriations hereby made, except for the public schools budget, shall be made available on the approval of the City Manager. 4. That the City Manager is hereby authorized at any time during the fiscal year to effect any consolidation of offices or to make other changes may he /she deem to be in the interest of the City, provided there is no overall increase in expenditures 5. That all appropriations under this ordinance, with the exception of capital projects appropriations and grant fund appropriations, shall lapse at the end of the fiscal year. Appropriations for capital projects and grants shall not lapse at the end of the fiscal year and shall remain in effect until the completion of the project or grant, or until City Council, by appropriate ordinance or resolution, changes or eliminates the appropriation. 6. That the City Manager is hereby authorized and directed to do all things necessary to implement this ordinance and the operating budget approved herein. 7. That the payment and settlement during FY2020 of any claim of any kind against the City, the payment during FY2020 of any final judgment (including interest and costs) obtained against the City, and /or the payment during FY 2020 of costs, expenses or fees incurred in the defense or evaluation of claims involving the City, shall be made upon the certification of the City Attorney and the order of the City Manager from funds appropriated to the Risk Management Fund or from funds appropriated for the expenditures of the Fund involved in the subject matter of the claim or judgment, as the City Manager shall find necessary.
