aRDR(M 2019 -30 AN ORDINANCE APPROVING THE FY 2020 -2024 CAPITAL IMPROVEMENT PROGRAM AND APPROPRIATING $33,258,355 IN THE FY 2020 CAPITAL IMPROVEMENT FUND, $38,500,000 IN THE FY 2020 PUBLIC UTILITIES CAPITAL IMPROVEMENT FUND AND $100,000 IN THE FY 2020 PARKING AUTHORITY CAPITAL IMPROVEMENT FUND. WHEREAS, the City Manager has submitted to the City Council the Capital Improvement Program for FY 2020 through 2024 and the funding for Year One of the Capital Improvement Program; and WHEREAS, public hearings have been held to receive public comments on the five -year Capital Improvement Program and on funding for Year One of the Capital Improvement Program. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. The estimated revenues and revenue contributions and the appropriation of funds to finance the Capital Improvement budgets of and for the City of Portsmouth, Virginia, for the period beginning July 1, 2019 and ending June 30, 2020, be, and the same hereby are, as follows: State Categorical Aid $37,500 State Funding - VDOT $3,587,344 Charges for Services $35,000 Operating Transfers In $12,697,330 Bond Proceeds $16,901,181 Total Capital Improvement Fund Revenues $33,258,355 Bond Proceeds $38,100,000 Operating Transfer In $400,000 Total Public Utility CIP Revenues $38,500,000 Operating Transfer In $100,000 Total Portsmouth Parking Authority CIP Fund Revenues $100,000 2. That the five -year FY 2020 -2024 Capital Improvement Program is hereby approved with fiscal years 2021 through 2024 being non - appropriated subsequent planning years. 3. That the sums of $33,258,355 in the FY 2020 Capital Improvement Fund, $38,500,000 in the FY 2020 Public Utilities Capital Improvement Fund, and $100,000 in the Parking Authority CIP Fund, be, and the same hereby are, appropriated for expenditure in the following categories and amounts to implement the FY 2020 -2024 Capital Improvement Program:
