R -19 -05 <br />A RESOLUTION CREATING A CENSUS 2020 COMPLETE COUNT COMMITTEE <br />FOR THE PURPOSE OF INCREASING COMMUNITY AWARENESS OF, AND <br />PARTICIPATION IN, THE 2020 CENSUS. <br />WHEREAS, the U.S. Census Bureau is required to conduct a census every ten years; and <br />WHEREAS, the census is used to deternine allocation of representation within the <br />federal and state governments; and <br />WHEREAS, the census is used to determine apportionment of funding under numerous <br />federal programs; and <br />WHEREAS, it is therefore essential to ensure that all residents of Portsmouth are <br />counted in the 2020 census; and <br />WHEREAS, for this purpose it is desirable to establish a committee to be known as the <br />"Portsmouth Census 2020 Complete Count Committee"; and <br />WHEREAS, the Committee shall be appointed by the City Manager with the advice of <br />City Council, and shall consist of up to twenty -five private citizens who live or work in <br />Portsmouth; and <br />WHEREAS, to the extent feasible the Committee shall include representatives of groups <br />uniquely positioned to further the goal of a complete count, including without limitation <br />educational groups, business groups, religious groups, social services groups, community <br />organizations and media groups; and <br />WHEREAS, members of City Council and the School Board, and City, PPS, and PRHA <br />staff, shall not be appointed as Committee members, but shall serve as liaisons as deemed <br />appropriate by the City Manager and by the City Council, the School Board, the Superintendent <br />of Schools, and PRHA, as applicable; and <br />WHEREAS, the Committee shall be a working committee charged with undertaking <br />outreach programs to further the goal of a complete count; and <br />WHEREAS, the City Manager is authorized to provide such funding as she deems <br />appropriate in her sole discretion in furtherance of the activities of the Committee; and <br />WHEREAS, the Committee shall terminate upon the completion of the data gathering <br />portion of the 2020 census or December 31, 2020, whichever comes first. <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the Portsmouth Census 2020 Complete Count Committee is hereby established; <br />and <br />
