City of Portsmouth's 2020 Federal Legislative Initiatives <br />In Brief <br />S466 — Protecting Americans with Pre - existing Conditions Act of 2019: <br />Provides that certain guidance related to waivers for State innovation under the Patient Protection and <br />Affordable Care Act shall have no force or effect <br />52302 — America's Transportation and Infrastructure Act: <br />America's Transportation Infrastructure Act is the largest amount of funding provided for highway <br />reauthorization legislation in history. The bill authorizes S287B from the Highway Trust Fund over five <br />years in investments to maintain and repair America's roads and bridges and to keep our economy <br />moving. <br />Federal Public Policies - Positions <br />Support - Cancelation of the rescission of Unobligated Highway Contract Authority <br />to take place July 1, 2020: <br />Rescinding contract authority authorized in the FAST Act greatly impedes the flexibility of state <br />departments of transportation to program dollars <br />• The recession will result in hard cuts to highway funding and delays in project construction <br />Congress is urged to repeal the scheduled July 1, 2020 rescission to provide state departments of <br />transportation with the ability to prioritize and undertake those transportation projects that are <br />most needed within their sate and localities without being told where and on which projects to <br />spend available funding <br />Oppose — USDA proposed regulation change jeopardizing free school lunches: <br />• Trump administration determined that more than 500,000 children would no longer be <br />automatically eligible for free school meals under a proposed overhaul to the food stamp <br />program, but left that figure out of its formal proposal to Congress <br />• Proposed rule is published in the Federal Register comments period ended September 23, 2019 <br />
