All unspent appropriations under this ordinance or any ordinance appropriating <br />funds for the FY 2019 Portsmouth Public Schools budgets shall lapse at the end of the fiscal <br />year, as provided under Section 22.1 -100 of the Code of Virginia. Funds encumbered but <br />unpaid by the end of the fiscal year will be deemed unspent appropriations that will require <br />re- appropriation by the City Council. <br />3. The City Funds listed as Revenues in this budget include the amount of <br />$396,045 to be used by Portsmouth Public Schools for additional School Security Officers. <br />4.
