. 2018 -09 �..r AN ORDINANCE AUTHORIZING THE TRANSFER OF $175,000 FROM THE NON - DEPARTMENTAL, SALARY — ALLOWANCE FOR SALARY SAVINGS LINE ITEM IN THE FY 2018 GENERAL FUND BUDGET TO THE NON - DEPARTMENTAL, BENEFITS - RETIREE SUPPLEMENT LINE ITEM IN THE FY 2018 GENERAL FUND BUDGET FOR THE PURPOSE OF FUNDING A ONE -TIME SUPPLEMENT IN THE GROSS AMOUNT OF $500 TO BENEFICIARIES UNDER THE PORTSMOUTH SUPPLEMENTAL RETIREMENT SYSTEM AND THE FIRE AND POLICE RETIREMENT SYSTEM WHO DID NOT RECEIVE THE ONE -TIME SUPPLEMENT AUTHORIZED BY ORDINANCE 2017 -103 ADOPTED BY CITY COUNCIL ON NOVEMBER 28, 2017. WHEREAS, by Ordinance 2017 -103 adopted on November 28, 2017 City Council authorized the payment of a one -time supplement in the gross amount of $500 to certain specified categories of retirees under the Portsmouth Supplemental Retirement System and the Fire and Police Retirement System (the "Prior Ordinance "); and WHEREAS, it was the desire of City Council that the one -time supplement be paid to all beneficiaries under the Portsmouth Supplemental Retirement System and the Fire and Police Retirement System; and WHEREAS, City Council therefore desires to adopt this Ordinance to authorize payment of the one -time supplement to all beneficiaries under the said Systems who were not eligible for the payment authorized by the Prior Ordinance, and to further authorize a budget transfer necessary to fund the payment; NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That it authorizes the transfer of $175,000 from the Non - Departmental, Salary — Allowance for Salary Savings line item in the FY 2018 General Fund budget to the Non - Departmental, Benefits — Retiree Supplement line item in the FY 2018 General Fund budget. 2. That the funds so transferred shall be used to fund a one -time supplement in the gross amount of $500 to beneficiaries under the Portsmouth Supplemental Retirement System and the Fire and Police Retirement System who were not eligible for the payment authorized by Ordinance 2017 -103 adopted by City Council on November 28, 2017. 3. That the Non - Departmental, Salary — Allowance for Salary Savings line item in the FY 2018 General Fund budget is decreased by $175,000. 4. That the Non - Departmental, Benefits — Retiree Supplement line item in the FY 2018 General Fund budget is increased by $175,000.
