� .1i{; 4 2018 -113 <br />;" i . <br />AN ORDINANCE TO ESTABLISH A NEW PROJECT TITLED <br />"PORTSMOUTH EMERGENCY VEHICLE PREEMPTION PROJECT" IN THE <br />FY 2019 CAPITAL IMPROVEMENT FUND BUDGET (THE EVP PROJECT) <br />AND TO FUND THE EVP PROJECT IN THE AMOUNT OF $301,809 AS <br />FOLLOWS: (1) BY ACCEPTING CONGESTION MITIGATION AND AIR <br />QUALITY (CMAQ) FUNDS IN THE AMOUNT OF $204,000 FROM THE <br />VIRGINIA DEPARTMENT OF TRANSPORTATION AND APPROPRIATING <br />SAID FUNDS TO THE EVP PROJECT; AND (2) BY TRANSFERRING <br />ADDITIONAL CMAQ FUNDS IN THE AMOUNT OF $97,809 FROM THE <br />TRAFFIC SIGNAL UPGRADES PROJECT IN THE FY 2019 CAPITAL <br />IMPROVEMENT FUND BUDGET TO THE EVP PROJECT. <br />NOW THEREFORE BE IT ORDAINED by the Council of the City of <br />Portsmouth, Virginia: <br />1. That it establishes a new project titled "Portsmouth Emergency Vehicle <br />Preemption Project' in the FY 2019 Capital Improvement Fund Budget. <br />2. That it accepts Congestion Mitigation and Air Quality (CMAQ) funds in <br />the amount of $204,000 from the Virginia Department of Transportation and appropriates <br />said funds to the Portsmouth Emergency Vehicle Preemption Project in the FY 2019 <br />Capital Improvement Fund Budget. <br />3. That $97,809 in revenue from CMAQ funds is transferred from the Traffic <br />Signal Upgrades Project in the FY 2019 Capital Improvement Fund Budget to the <br />Portsmouth Emergency Vehicle Preemption Project in the FY 2019 Capital Improvement <br />Fund Budget. <br />4. That estimated revenues and expenditures in the FY 2019 Capital <br />Improvement Fund Budget are increased by $204,000. <br />5. That the revenues deriving from CMAQ funds in the Portsmouth <br />Emergency Vehicle Preemption Project and the appropriation to the said project are <br />increased by $301,809. <br />6. That the revenues deriving from CMAQ funds in the Traffic Signal <br />Upgrades Project (Project 497720) and the appropriation to the said project are reduced <br />by $97,809. <br />7. That no local match is required as a condition of receipt of CMAQ funds. <br />8. That this ordinance shall take effect on the date of its adoption. <br />
