ORDINANCE NO.-I-0,11-10' AN ORDINANCE REDUCING THE COMMUNITY AND REGIONAL ORGANIZATIONS GRANT PROGRAM FUNDING AWARDED TO THE PORTSMOUTH AREA RESOURCES COALITION (PARC) UNDER THE FY 2019 BUDGET FROM $83,625 TO $0 AND REALLOCATING SAID FUNDS WITHIN THE PROGRAM AS FOLLOWS: $62,718 TO HELP AND EMERGENCY RESPONSE, INC. (H.E.R. SHELTER) FOR MANAGEMENT AND OPERATION OF AN EMERGENCY SHELTER AND $20,907 TO A MISCELLANEOUS RESERVE FOR FUTURE AWARD TO NONPROFIT ORGANIZATIONS PROVIDING SERVICES FOR PORTSMOUTH CITIZENS DURING FY 2019. WHEREAS, as part of the FY 2019 Budget City Council awarded $83,625 to Portsmouth Area Resources Coalition, Inc. (PARC) through the Community and Regional Organizations Grant Program for the purpose of managing and operating an emergency shelter; and WHEREAS, after the grant award but prior to the commencement of FY 2019 PARC suspended services at its emergency shelter; and WHEREAS, Help and Emergency Response, Inc. (H.E.R. Shelter) assumed management and operation of the emergency shelter as of September 1, 2018; and WHEREAS, it is therefore necessary and desirable to reallocate the grant funds awarded to PARC; NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That the $83,625 Community and Regional Organizations Grant Program (the "Program ") grant awarded to Portsmouth Area Resources Coalition, Inc. (PARC) in the FY 2019 City Budget is reallocated as follows: (a) $62,718 to Help and Emergency Response, Inc. (H.E.R. Shelter) for the purpose of managing and operating an emergency shelter; and (b) $20,907 to a Miscellaneous Reserve hereby established under the Program for future award to one or more non - profit organizations providing services for Portsmouth citizens during FY 2019. 2. That the amount awarded to Portsmouth Area Resources Coalition, Inc. (PARC) under the Program in the FY 2019 City Budget is reduced from $83,625 to $0. 3. That the amount awarded to H.E.R. Shelter under the Program in the FY 2019 City Budget is increased from $40,000 to $102,718. 4. That the amount of the Miscellaneous Reserve under the Program in the FY 2019 City Budget is increased from $0 to $20,907. 5. That this ordinance shall take effect on the date of its adoption.
