replace $1,715,000 in previously budgeted local funds, but did not transfer or re- <br />appropriate the local savings; and <br />WHEREAS, this Ordinance amends Ordinance 2018 -69 to transfer the <br />$1,715,000 in savings to the Pavilion Mast /Canopy Replacement Project; and <br />WHEREAS, additional revenue is available within the Capital Improvement <br />Fund in the form of (1) $224,000 in interest on the proceeds of the City's Series 2006C <br />Bond issuance (2) $250,000 in Permit- Restricted Parking Revenue (Willett Hall) (3) the <br />transfer of $150,000 from the City Gateways Project (Project 14019), and (4) the transfer <br />of $100,000 from the 801 Water Street Project (Project 14415); and <br />WHEREAS, this Ordinance recognizes the 2006C interest revenue and <br />appropriates the $224,000 to the Pavilion Mast /Canopy Replacement Project; recognizes <br />the Permit- Restricted Parking Revenue and appropriates the $250,000 to the Pavilion <br />Mast /Canopy Replacement Project; transfers $150,000 from the City Gateway Project to <br />the Pavilion Mast /Canopy Replacement Project and reduces revenues in and <br />appropriations to the City Gateway Project accordingly; and transfers $100,000 from the <br />801 Water Street Project to the Pavilion Mast /Canopy Replacement Project and reduces <br />revenues in and appropriations to the 801 Water Street Project accordingly. <br />NOW THEREFORE BE IT ORDAINED by the Council of the City of <br />Portsmouth, Virginia: <br />1. That it approves the sole source procurement of Span Systems, Inc. for the <br />replacement of the canopy at the Union Bank & Trust Pavilion. <br />2. That a new project titled "Pavilion Mast /Canopy Replacement Project" is <br />established in the Municipal Facilities category of the FY 2019 Capital Improvement <br />Fund. <br />3. That Ordinance 2018 -69 adopted on July 24, 2018 is hereby amended to <br />provide that the $1,715,000 reduced from the Local Funding- Future Bond Issuance <br />revenue line item within the Paradise Creek (Victory Boulevard) Bridge Project <br />(consisting of $215,000 of FY 2018 appropriated revenues and $1,500,000 of FY 2019 <br />appropriated revenues) is hereby transferred to the Pavilion Mast /Canopy Replacement <br />Project. <br />4. That $224,000 in interest on the proceeds from the City's Series 2006C <br />Bond issuance is hereby recognized as revenue in the FY 2019 Capital Improvement <br />Fund Budget and appropriated to the Pavilion Mast /Canopy Replacement Project. <br />5. That $250,000 in Permit- Restricted Parking Revenue (Willett Hall) is <br />hereby recognized as revenue in the FY 2019 Capital Improvement Fund Budget and <br />appropriated to the Pavilion Mast /Canopy Replacement Project. <br />
