City of Portsmouth's 2019 State Legislative Initiatives Adopted October 23, 2018 <br />Statewide Public Policy Positions <br />The items listed below have been approved by Portsmouth City Council to be included <br />in the 2019 State Legislative Package: <br />Support: <br />• City Council Resolution — support for Senator L. Louise Lucas' legislation <br />establishing casino gaming in Virginia <br />• Joint City Council /Portsmouth Public Schools Resolution — supporting efforts of <br />the Senate Local Government Subcommittee's study and recommendations for <br />school facility modernization <br />• Economic development initiatives for Hose Cities of the Virginia Port Authority <br />• Legislation and accompanying budget amendment to address coastal Hampton <br />Roads need for hurricane rated shelters <br />• Kinship Guardian Assistance Program — <br />c Clarify language directing DSS to look to a family member to place a child <br />with first, should the child be brought into care <br />• Identification and implementation of a Dedicated Transit Fund. <br />• Develop proposal for new revenues <br />• Develop project -based prioritization strategy for transit capital projects to <br />include: <br />• State of Good Repair <br />• Expansion projects — use "Smart Scale factors" <br />• State funding assistance for: <br />• Hampton Roads Bridge Tunnel Project <br />• Road widening to 1 -295 project <br />• Increase funding for the Local Stormwater Assistance Fund <br />• Increase funding for the Water Quality Improvement Fund <br />• Funding assistance for Hampton Roads recurrent flooding /sea level rise projects <br />— especially military facilities <br />• Clean Chesapeake Bay — Increase programs, measures and funding for <br />impacted MS4 Permit localities to include new low interest loans for flooding <br />mitigation <br />• Increase State assistance to local law enforcement (599 Funding) <br />• Decriminalization of Marijuana <br />• Continue increasing funding and programs for <br />• Mental Health <br />• Opioid and Heroin overdose epidemics <br />• Improve State and Local Government Fiscal Relationships <br />• Increase funding for K12 Education — Rebenchmarking & funding for CSA- <br />Special Ed. <br />• Increase funding for the Virginia Housing Trust Fund <br />The City's 2019 State Legislative Package will also include a statement of support for, <br />other regional and statewide organizations, Boards, Commissions and professional <br />associations' 2019 State Legislative Initiatives. <br />
