d. Public Safety Recruitment and Retention Initiative FY 2018 Salary <br />Schedule for Sworn Public Safety. <br />4. The City Manager is responsible for the overall development and <br />implementation of the city's Classification and Pay Plan and for promulgating policies and <br />procedures for the equitable administration of the plan. <br />5. The City Manager is hereby authorized to establish policies governing the <br />award of any additional compensation to employees in positions exempt from the overtime <br />provisions of the Fair Labor Standards Act (FLSA) and the circumstances under which <br />such compensation may be made. <br />6. That the City Manager is hereby authorized to develop, administer and <br />implement the Classification and Pay Plan for all classes of City of Portsmouth employees <br />effective July 1, 2017 and thereafter. <br />7. Effective July 1, 2017, general employees (excluding Constitutional <br />Officers and their employees, part -time, temporary and grant funded employees) making <br />less than $30,000 annually will receive a flat dollar increase of at least $1,500.00, based on <br />years of service in their current position, as a living wage adjustment. <br />8. Effective July 1, 2017, general employees who were hired on or before <br />January 1, 2017 will receive a 2.5% general wage increase (excluding Constitutional <br />Officers and their employees, part -time, temporary and grant funded employees). <br />9. Effective in December of 2017, general employees and sworn public safety <br />employees who were hired on or before January 1, 2017 and who remain actively employed <br />by the city at the time of issuance of the bonus will receive a one -time $500 bonus <br />(excluding Constitutional Officers and their employees, part-time, temporary and grant <br />funded employees). The bonus will not affect the employee's base rate. <br />10. Effective July 1, 2017, sworn public safety employees hired on or before <br />January 1, 2017 will receive a minimum of a 2.5% general wage increase. <br />11. That Ordinance No. 2016 -33, adopted on May 10, 2016, is hereby repealed. <br />12. That this Ordinance, together with the policies developed by the City <br />Manager in accordance with the terms hereof, constitutes the Fiscal Year 2018 <br />Classification and Pay Plan for the City of Portsmouth. <br />13. That this ordinance shall take effect on July 1, 2017. <br />ADOPTED by the Council of the City of Portsmouth, Virginia, at a meeting held <br />on May 9, 2017. <br />Teste: <br />City Clerk <br />
