EXHIBIT A 1. The definitions listed below contained in Section 30 -26 of the Code of the City of Portsmouth, Virginia (2006) are amended as follows. The definitions in Section 30 -26 which are not listed below are not hereby amended. Sec. 30 -26. - Definitions. As used in this article, unless otherwise required by the context, the following words and terms shall have the meanings indicated: Employee means any person regularly employed in the service of the city on a full -time basis and whose compensation is wholly paid by the city, and persons holding offices in the city required by the constitution of this state and their deputies, assistants and employees employed on a full -time basis and whose compensation is paid partly by the city and partly by the state, and members of the city council; but shall not include any person who is eligible for membership in the Virginia Retirement System, the Portsmouth Fire and Police Retirement System or who enters into an agreement with the city for inclusion in a deferred compensation retirement plan which agreement specifically prohibits inclusion in other retirement systems established by the city.
