AN ORDINANCE TO AMEND THE CITY OF PORTSMOUTH CLASSIFICATION AND PAY PLAN FOR FY 2017 TO APPROVE PAYMENT OF A CONDITIONAL, ONE -TIME $1,000 STIPEND TO ELIGIBLE SWORN EMPLOYEES, PARAMEDICS AND DISPATCHERS IN THE POLICE DEPARTMENT AND THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That it hereby amends the City of Portsmouth Classification and Pay Plan for FY 2017, originally adopted on May 10, 2016 by Ordinance 2016 -33, by adding a new Section 4(i) as follows: SECTION 4. COMPENSATION PLAN i. Eligible Public Safety Employees — One -Time Stipend Effective in February 2017, eligible sworn employees of the Department of Fire, Rescue and Emergency Services, sworn employees of the Police Department, and paramedics and dispatchers in those departments shall receive a conditional one- time $1,000 stipend which will not affect the employee's base rate. To be eligible for the one -time stipend, sworn employees and paramedics and dispatchers must be active full time employees hired on or before January 1, 2017, be employed in their position as of payment of the stipend, and timely execute the acknowledgement described below. In addition, the employee's right to retain the stipend is conditioned upon the employee not voluntarily leaving city employment prior to July 1, 2017. To receive the stipend, eligible employees will be required to execute a written acknowledgement confirming that they will repay the stipend (and that city will have the right to recapture the stipend) in the event the employee voluntarily leaves city employment effective prior to July 1, 2017. For purposes of this sub - section "voluntarily" leaving city employment means leaving for a reason other than termination by the city. 2. That this ordinance shall take effect on the date of its adoption. ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held on January 24, 2017. Teste: City Clerk
