AN ORDINANCE ACCEPTING A SHELTER PLUS CARE GRANT IN THE <br />AMOUNT OF $527,449 FROM THE DEPARTMENT OF HOUSING AND <br />URBAN DEVELOPMENT AND APPROPRIATING SAID FUNDS IN THE FY <br />2017 GRANTS FUND FOR USE BY THE DEPARTMENT OF BEHAVIORAL <br />HEALTHCARE SERVICES TO PROVIDE RENTAL ASSISTANCE TO <br />CERTAIN CHRONICALLY HOMELESS PORTSMOUTH RESIDENTS. <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br />1. That it hereby accepts a Shelter Plus grant in the amount of $527,449 from <br />the Department of Housing and Urban Development and appropriates said funds in the <br />FY 2017 Grants Fund. <br />2. That the funds shall be used by the Department of Behavioral Healthcare <br />Services to provide behavioral health and supportive services to chronically homeless <br />individuals and families who have severe mental illness, chronic substance use disorders, <br />intellectual disabilities, developmental disabilities, and /or HIV /AIDS and are in need of <br />supportive housing. <br />3. That the grant requires a local in -kind match in the amount of $131,862, <br />which match is being provided through a variety of services offered by the Departments <br />of Behavioral Healthcare Services, Social Services, and Parks, Recreation and Leisure <br />Services, and through services offered by private behavioral and medical service <br />providers. <br />4. That estimated revenues and expenditures in the FY 2017 Grants Fund are <br />increased by $527,449. <br />5. That this ordinance shall take effect on the date of its adoption. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on April 11, 2017. <br />Teste: <br />City Clerk <br />
