(8) Such additional materials as are listed on the application form established by the city <br />engineer and are reasonably required by the city engineer to determine the approvability <br />of a permit in accordance with section 32 -315. <br />(c) Any application not including all of the information listed in this section may bemaybe <br />deemed incomplete by the city engineer. <br />Sec. 32 -3L416. - Application review process. <br />(a) Provided applicant has provided a contact email address and paid the appropriate application <br />fee, the city engineer or designee shall notify the applicant within ten days of application <br />submittal if the application is incomplete. If the city engineer or designee does not so notify <br />applicant, the application shall be deemed complete. <br />(b) During review of a complete application, the city engineer or designee may request applicant <br />to provide additional information which is reasonably required to determine the approvability <br />of a permit in accordance with section 32 -315. <br />(c) Within 60 days of submittal of a complete application, the city engineer or designee shall, for <br />each individual permit request included in an application: (i) approve the individual permit <br />request; (ii) deny the individual permit request in writing, including a written explanation of <br />the reason[s] for denial; or (iii) notify the applicant in writing that the review period is being <br />extended by an additional 30 days. Any individual permit request not acted on in accordance <br />with this section shall be deemed approved. <br />Sec. 32 -3151. - Basis for denial. <br />No individual permit request included in a complete application shall be denied except for one <br />or more of the following reasons: <br />(1) Material potential interference with other pre- existing communications facilities or with <br />future communications facilities that have already been designed and planned for a <br />specific location or that have been reserved for future public safety communications <br />facilities; <br />(2) The public safety or other critical public service needs; <br />(3) Only in the case of an installation on or in publicly owned or publicly controlled property, <br />aesthetic impact or the absence of all required approvals from all departments, authorities, <br />and agencies with jurisdiction over such property; or <br />(4) Conflict with a city ordinance adopted pursuant to Va.
