(i) Surface parking may not exceed 150 percent of the required <br />parking. Structured or underground parking may exceed the <br />required quantity of parking without the imposition of maximum <br />standards. <br />(b) Existing parking and loading facilities <br />(i) Required off- street parking and loading facilities in existence on <br />the effective date of this ordinance shall not be reduced below or, <br />if already less than, shall not be further reduced below, the <br />requirements of this ordinance. <br />(5) Uses with Variable Parking Demand Characteristics <br />Uses that reference this subsection in Table 40.1- 5.1(E)(2), Off- Street Parking <br />Standards, have widely varying parking and loading demand characteristics, <br />making it difficult to establish a single off- street parking or loading standard. <br />Upon receiving a development application for a use subject to this subsection, the <br />Zoning Administrator shall apply the off- street parking and loading standard <br />specified for the listed use that is deemed most similar to the proposed use or <br />establish minimum off - street parking standards on the basis of a parking and <br />loading demand study prepared by the applicant. Such a study shall include <br />estimates of parking demand based on recommendations of the Institute of <br />Traffic Engineers (ITE) or other acceptable estimates as approved by the Zoning <br />Administrator, and should include other reliable data collected from uses or <br />combinations of uses that are the same as or comparable with the proposed use. <br />Comparability will be determined by density, scale, bulk, area, type of activity, <br />and location. The study shall document the source of data used to develop the <br />recommendations. <br />(6) Unlisted Uses <br />Upon receiving a development application for a use not expressly listed in this <br />section, the Zoning Administrator is authorized to apply the off - street parking <br />standard in the listed use that is deemed most similar to the use, or establish the <br />off - street parking requirements by reference to standard parking resources <br />published by the National Parking Association or the American Planning <br />Association. Alternatively, the Planning Director may require the applicant to <br />submit a parking demand study that justifies estimates of parking demand based <br />on the recommendations of the Institute of Traffic Engineers (ITE), and includes <br />relevant data collected from uses or combinations of uses that are the same or <br />comparable to the proposed use in terms of density, scale, bulk, area, type of <br />activity, and location. <br />(F) Off- Street Parking within Residential Districts <br />Off - street parking serving Single- Family Detached or Two -to -Four Family Dwellings <br />and located within front yard and/or corner side yard areas shall comply with the <br />following standards: <br />(1) Parking in Vehicular Use Area Required <br />Commercial vehicles, whether parked or stored, shall be located in a vehicular <br />use area. For the purposes of this subsection, "vehicles" shall include but not be <br />limited to, passenger vehicles, all trucks under 20,000 pounds of gross vehicle <br />weight (GVNV), vans, golf carts, or other similar vehicles, whether operable or <br />otherwise. Vehicles exceeding 20,000 pounds GVW are subject to the standards <br />in Section 40.1- 4.4(C)(15), Storage or Parking of Heavy Trucks, Trailers, Major <br />Recreation Equipment, or Mobile Home. <br />A -27 <br />
