EXHIBIT A Chapter 9.2 of the Code of the City of Portsmouth, Virginia (2006) is amended by adopting a new Article II as follows. ARTICLE II. — ARTS AND CULTURAL DISTRICT Sec. 9.2 -31. — Arts and cultural district established; purpose. (a) There is hereby established the Portsmouth Arts and Cultural District, consisting of all the area within the following boundaries: Beginning at the intersection of South Street and Godwin Street, thence north along Godwin Street to Shawn Sykes Avenue; thence east and north along Shawn Sykes Avenue to Columbia Street; thence west along Columbia Street to Armstrong Street; thence north along Armstrong Street to County Street; thence east along County Street to Elm Avenue; thence north along Elm Avenue to Queen Street; thence east along Queen Street to Crawford Street; thence north along Crawford Street and Crawford Parkway to the Elizabeth River; thence easterly and southerly along the Elizabeth River waterfront to the southeast corner of the North Pier; thence westerly along the southern line of the North Pier to Harbor Center Court; thence southeast along Harbor Center Court to Wavy Street; thence southwest along Wavy Street to Harbor Center Way; thence northwest along Harbor Center Way to Wythe Street; thence southwest along Wythe Street to Court Street; thence north along Court Street to Pavilion Drive; thence east and north along Pavilion Drive to Bart Street; thence east along Bart Street to Crawford Circle; thence northeast along Crawford Circle to Crawford Street; thence north along Crawford Street to King Street; thence west along King Street to Green Street; thence south along Green Street to County Street; thence west along County Street to Effingham Street; thence north along Effingham Street to King Street; thence west along King Street to Phoebus Street; thence south along Phoebus Street to County Street; thence west along County Street to Elm Avenue; thence south along Elm Avenue to South Street; thence southwest along South Street to Godwin Street, the point of beginning, all as shown on the map entitled "Proposed Arts & Cultural District, Portsmouth, Virginia" dated July 11, 2017. (b) The purpose of this district is to increase awareness and support for the arts and cultural venues within the city, including by supporting existing arts and cultural venues and encouraging their expansion, and by attracting new arts and cultural venues. These existing, expanded, and new venues will increase the city's reputation and market presence as a regional destination for arts and cultural activities, as well as provide residents of the city with the benefits of arts and cultural offerings.
