R -17 -05 <br />A RESOLUTION REQUESTING THE GENERAL ASSEMBLY OF VIRGINIA TO <br />DEFER CONSIDERATION OF PROPOSED LEGISLATION WHICH WOULD AMEND <br />THE PORTSMOUTH CITY CHARTER TO ELIMINATE THE CIVIL SERVICE <br />COMMISSION. <br />WHEREAS, by Resolution R -16 -33 adopted on October 25, 2016, the City Council of the <br />City of Portsmouth, Virginia endorsed a Legislative Package for the 2017 General Assembly <br />session which included as Initiative 7 the amendment of the Portsmouth City Charter for the <br />purpose of eliminating the Civil Service Commission; and <br />WHEREAS, by Resolution R -16 -35 adopted after a duly noticed public hearing on <br />October 25, 2016, City Council specifically requested the General Assembly to repeal Chapter 11 <br />( "Civil Service Commission ") of the Portsmouth City Charter; and <br />WHEREAS, in accordance with the City's request the Portsmouth legislative delegation <br />has caused the filing of Senate Bill 842, which provides for the Charter amendment; and <br />WHEREAS, City Council subsequently has determined that it is not appropriate to <br />proceed with the proposed Charter amendment eliminating the Civil Service Commission at this <br />time; <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia: <br />1. That it will continue to deliberate during the 2017 Virginia General Assembly <br />session on the appropriateness of efforts to repeal Chapter 11 of the Portsmouth City Charter and <br />eliminate the Civil Service Commission. <br />2. That it hereby requests the General Assembly to carry over Senate Bill 842, and <br />any similar bill which may be or have been filed, to the 2018 Virginia General Assembly session. <br />3. That it expresses its appreciation to the Portsmouth legislative delegation for the <br />prompt filing of legislation in accordance with Council's prior Resolutions, but now requests that <br />the members of the delegation take such actions as are necessary or desirable to carry over the <br />filed legislation, or any legislation regarding the Charter amendment, until 2018. <br />4. That the City Manager is directed to provide a copy of this Resolution to each <br />member of the City's General Assembly delegation. <br />5. That the City Manager and /or her designees are authorized and directed to provide <br />necessary input and clarification during the 2017 Virginia General Assembly session and to carry <br />out other activities as are needed in furtherance of the purpose of this Resolution. <br />ADOPTED by the Council of the City of Portsmouth, Virginia, at a meeting held on <br />January 10, 2017. <br />
