(d) The existing dumpster shall be appropriately screened in accordance with <br />the standards of the Zoning Ordinance. <br />(e) The existing fencing shall be maintained and replaced when it is in <br />disrepair. <br />(f) The applicant shall obtain a sign permit for all signage replacement, or for <br />the establishment of new signage. <br />(g) The facility shall be operated in compliance with all applicable codes, <br />ordinances and regulations of federal, state and local government, and all <br />required licenses and permits shall be obtained and remain in effect during <br />the operation of the substance abuse treatment center. <br />(h) All taxes /fees associated with the property and /or the proposed use shall <br />be paid when due. <br />(i) The applicant shall develop and maintain a security plan with the <br />Portsmouth Police Department that will include, at a minimum, the <br />following: <br />Patients may only enter and exit the facility building through one <br />access point, with the exception of fire exits. <br />ii. All other exit points from the facility building (including fire exits) <br />will sound an alann when used, with the exception of a service <br />entrance for bulk deliveries and removals. <br />iii. A security camera system shall be installed to monitor ingress and <br />egress to and from the facility building. <br />iv. At the applicant's expense, an off duty law enforcement officer shall <br />be present at the facility or in its vicinity from one hour prior until <br />one hour after the time outpatients are scheduled to visit the facility. <br />The off duty officer will periodically patrol the facility perimeter. <br />4. REVOCATION OF PERMIT: Violation of any of the above conditions <br />may serve as grounds for revocation of the use permit by City Council. <br />ADOPTED by the Council of the City of Portsmouth, Virginia, at a meeting held <br />on July 25, 2017. <br />Teste: <br />City Clerk <br />
