R -17 -02 <br />A RESOLUTION AMENDING SUBSECTION XVII(a) OF THE PORTSMOUTH <br />CITY COUNCIL RULES OF ORDER AND PROCEDURE TO INCREASE THE <br />TIME PERMITTED TO MEMBERS OF THE PUBLIC TO SPEAK ON <br />COUNCIL AGENDA OR NON - AGENDA ITEMS FROM THREE MINUTES TO <br />FIVE MINUTES. <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />Subsection XVII(a) of the Portsmouth City Council Rules of Order and Procedure is <br />hereby amended to increase the time permitted to members of the public to speak on <br />Council agenda or non - agenda items from three minutes to five minutes, as more <br />particularly shown on Exhibit A hereto. <br />Adopted by the Council of the City of Portsmouth, Virginia at a meeting held on <br />January 3, 2017. <br />Teste: <br />City Clerk <br />
