R -17 -12 <br />A RESOLUTION AUTHORIZING THE DEPARTMENT OF PUBLIC UTILITIES <br />TO APPROVE CHANGE ORDERS TOTALING MORE THAN 25% OF THE <br />CONSTRUCTION CONTRACT WITH SHAW CONSTRUCTION, CORP. FOR <br />THE GOOSE CREEK TRANSMISSION MAIN REPLACEMENT PROJECT. <br />WHEREAS, the City's Transmission Main Study identified the replacement of <br />three water transmission mains crossing Goose Creek as a critical infrastructure project, <br />and Public Utilities operational staff subsequently observed significant leaks in one of the <br />mains; and <br />WHEREAS, due to the time - sensitive importance of addressing the leaks and <br />replacing the mains, 20% construction plans were developed using aerial and GIS imagery <br />and schematic drawings from 1938, and the Goose Creek Transmission Main Replacement <br />Project was bid on the basis of those plans; and <br />WHEREAS, a construction contract in the amount of $1,449,249 for the Project <br />was awarded to SHAW Construction, Corp.; and <br />WHEREAS, after additional post -award surveying and field exploration, the City <br />determined that it will be necessary for the contractor to purchase and incorporate into the <br />project substantial additional materials which were not contemplated in the original bid <br />documents; and <br />WHEREAS, the additional materials will ensure the stability of the replacement <br />mains and minimize impacts to the adjacent CSX Railroad Line, Goose Creek, and <br />surrounding wetlands; and <br />WHEREAS, the changes to the project scope have resulted in additional material <br />and construction costs that will exceed 25% of the original contract amount; and <br />WHEREAS, Section 12 -183 of the City Code requires Council approval to exceed <br />an original contract amount by more than 25% or $50,000, whichever is greater; and <br />WHEREAS, it is projected that the final project cost will be $2,427,864, and <br />funding for the additional project costs is available in the Public Utilities Capital <br />Improvements budget. <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia that, pursuant to Section 12 -183 of the City Code, the Director of <br />Public Utilities is authorized to expend the additional funds necessary to complete the <br />Goose Creek Transmission Main Replacement Project. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on April 25, 2017. <br />Teste: <br />City Clerk <br />
