EXHIBIT A <br />2017 Federal Legislative Priorities <br />In brief, the items listed below have been vetted and approved by Portsmouth City <br />Council to be included in the City's 2017 Federal Legislative Package for adoption by <br />Resolution on October 25, 2016: <br />Legislative Requests <br />Support HRPDC's request to amend PL110-53 (UASI) criteria to: <br />• Reevaluate risk profile requirement <br />• Reallocate risk profile methodology percentages <br />• Broaden scope of critical sector representation to more accurately capture risk <br />• Reinstate DHS Secretary discretionary ability to add UASIs <br />Public Policy Priorities <br />• Passage of a budget & raise debt ceiling limits-avoid fiscal default <br />• Avert another round of sequestration <br />• Passage of Market Place Fairness Act. <br />• Virginia could collect an additional $250 to $300 million in revenues for <br />transportation projects <br />• Protect tax exempt status of Municipal Bonds. <br />The City's 2017 Federal Legislative Package will also include a statement of support for <br />the 2017 Virginia Municipal League and the 2017 National League of Cities Federal <br />Legislative Initiatives. <br />
