EXHIBIT A <br />2017 State Legislative Initiatives <br />In brief, the items listed below have been vetted and approved by Portsmouth City <br />Council for inclusion in the City's 2017 State. Legislative Package for adoption by <br />Resolution on October 25, 2016: <br />Approved State Legislative Initiatives: <br />1. JLARC Study <br />• Update 1999 Study -VPA impact on its host cities <br />2. Economic Incentive Grants for Host Cities of VPA: <br />• $1 M annually - VA Economic Development Partnership to attract Port <br />related businesses to the host cities <br />• $5M annually -Commonwealth Transportation Board for road projects <br />directly tied to Port activity. <br />3. Amend VA Code Section 37.2-505 <br />• Allow the lead CSB responsible for a Regional Jail to receive backup staff <br />support on an as needed basis from the other <br />member CSB's. <br />4. Amend VA Code Section 19.2-169.6 <br />• Removing an impediment from persons needing a state hospital bed from <br />receiving one due to a "restoration order". <br />5. Amend VA Code Section 15.2-2303.4.E.(i) <br />• Lowering the large market FAR of 3.0 to 2.0. <br />6. Disclosure of Historic Properties Not Covered by <br />Home Association <br />• Support or Oppose proposed legislation regarding disclosure of historic <br />properties not covered by a Home Association based on the findings and <br />recommendation from the Virginia Housing Commission. <br />7. Charter Change: <br />• Dissolution of Civil Service Commission <br />(Public Hearing October 25, 2016) <br />
