• .Vendor Rotation -the .selective use of vendor rotation to expand <br />utilization of underutilized MWBE groups. <br />• Subcontractor Project Goals - on a case by case basis, establish <br />subcontracting participation goals. Goals must be established on a <br />reasonable measure of MWBE availability. <br />• Aspirational MWBE Goals - establish benchmarks for all City <br />departments, collectively to achieve. The utilization of MWBE <br />subcontractors/suppliers are included in the overall achievement <br />measures. <br />• Narrowly-tailored MWBE Proaram -Portsmouth should adopt features <br />of the federal Disadvantaged Business Enterprise (DBE) procurement <br />preference program in any new narrowly-tailored MWBE program. <br />• Data Management -improve the collection and reporting of <br />contracting and MWBE data, to include but not limited to the following <br />information: <br />- Expand use of existing MUNIS system to capture race, ethnicity, <br />gender of vendors, and use of NIGP or NAICS codes. <br />- Request and capture: 1) bidder/proposer data, 2) proposed <br />subcontractors/subconsultants. <br />- Request and capture payment data for all subcontractors and <br />suppliers. <br />• Public Information -Ensure the public is informed through appropriate <br />mechanisms on the MWBE program, including but not limited to, the <br />City's website, email blasts, social media, etc. <br />• Staffina -increase or assign staff to support the outreach, data <br />collection, and compliance of the MWBE Program. <br />• Outreach -continue to inform and work with MWBE firms in the <br />Portsmouth MSA. MWBE firms in the Portsmouth MSA will be <br />encouraged to register with the City. The City should continue to work <br />with other agencies to identify MWBE firms. <br />3. Anti-Discrimination. <br />a. The City is committed to promoting equal opportunities in City procurement <br />actions. The City's Commercial Non-Discrimination Policy prohibits <br />discrimination on the basis of race, gender, religion, national origin, ethnicity, <br />age, disability, or any other form of unlawful discrimination in connection with <br />City contracts, including discrimination in the solicitation, selection, hiring, or <br />treatment of vendors, suppliers, subcontractors, brokers, joint venture partners <br />or manufacturers. <br />2 <br />
