(5) The Coastal A Zone shall be those areas, as defined by the VA USBC, that are <br />subject to wave heights between 1.5 and 3 feet, and- identified on the FIRM as <br />areas between the V zone and the limit of moderate wave action (LiMWA). <br />(6) The VE or V Zones on the FIRMs accompanying the FIS shall be those areas <br />that are known as .coastal high hazard areas, extending from offshore to the <br />inland limit of a primary frontal dune along an open coast and any other area <br />subject to high velocity (three-foot and higher) wave action. <br />2. That Section 14.1-7 of the Code of the City of Portsmouth, Virginia <br />(2006) is hereby amended and reordained as follows: <br />Sec. 14.1-7. -Official zoning map. <br />The boundaries of the floodplain districts are established as shown on the flood <br />insurance rate map, which is declared to be a part of this chapter and which shall be kept <br />on file in the office of the floodplain .administrator <br />3. That Section 14.1-9 of the Code of the City of Portsmouth, Virginia <br />(2006) is hereby amended and reordained as follows: <br />Sec. 14.1-9. -Interpretation of district boundaries. <br />Initial interpretations of the boundaries of the floodplain districts shall be made by <br />the floodplain administrator ' or his designee. <br />Should a dispute arise concerning the boundaries of any of the districts, the board of <br />zoning appeals shall make the necessary determination. The person questioning or <br />contesting the location of the district boundary shall be given a reasonable opportunity to <br />present his case to the board and to submit his own technical evidence if he so desires. <br />4. That subsection 14.1-15(a) of the Code of the City of Portsmouth, Virginia <br />(2006) is hereby amended and reordained as follows. Subsections 14.1-15(b)-(f) are not <br />hereby amended. <br />Sec. 14.1-15. -Administration. <br />(a) Designation of a floodplain administrator. The City of Portsmouth Environmental <br />Manager or other desimee of the city manager ' <br />is hereby appointed to administer and implement these regulations and <br />is referred to herein as the floodplain administrator. The floodplain administrator <br />may: <br />(1) Do the work themselves. In the absence of a designated floodplain <br />administrator, the duties are conducted by the city manager or his designee. <br />2 <br />
