Section 12-177 of the Code of the City of Portsmouth, Virginia (2006) is amended <br />as follows: <br />Sec. 12-177. -Cooperative procurement. <br />(al To the maximum extent practicable and possible the purchasing administrator may <br />participate in. sponsor. conduct. or administer a ioint procurement agreement on <br />behalf of or in coniunction with one or more other public bodies or public agencies <br />or institutions or localities of the several states of the United States or its territories <br />the District of Columbia, the U.S. General Services Administration. or the <br />Metropolitan Washington Council of Governments for the puroose of combinin <br />requirements to__ncrease efficiency or reduce administrative expenses in any <br />acauisrtion of goods, services. or construction d~v€~aP~t®---~~~ --- ~-•~~--~ <br />~fl ~f-'i"kf~PSl~~ ~ r tern rrrar ~ ~ ' ~' ~',. ..~ ,. 1 <br />b N b~ <br />(bl In addition. a public body may purchase from another public body's contract or from <br />the contract of the Metropolitan Washington Council of Governments even if it did <br />not participate in the reauest for proposals or invitation to bid if the reauest for <br />proposals or invitation to bid specified that the procurement was a cooperative <br />procurement being conducted on behalf of other public bodies except for• <br />(11 Contracts for architectural or engineering services• or <br />(21 Construction. except for the installation of artificial turf and track surfaces <br />including all associated and necessary construction which shall not be subiect <br />to the limitations prescribed in this subsection <br />(31 Nothing in this subsection shall be construed to prohibit sole source or <br />emergency procurements awarded pursuant t~ Sections 12-217 or 12-219 of this <br />cha ter. <br />c~Items so procured under a cooperative agreement with other jurisdictions or public <br />bodies shall be exempted from the provisions of this article and any policies or <br />procedures established by the city pursuant thereto; provided such procurements are <br />the result of competition whenever practicable. <br />
