3. Section 12-175 of the Code of the City of Portsmouth, Virginia (2006) is amended <br />as follows: <br />Sec. 12-175. -General powers and duties of purchasing administrator. <br />(a) The purchasing administrator shall serve as the principal public purchasing official <br />for the city and shall be responsible for the procurement of goods, services, insurance <br />and construction in accordance with this article, as well as the management and <br />disposal of supplies. <br />(b) In accordance with this article, and subject to the supervision of the chief financial <br />officer ' ,the purchasing administrator <br />shall: <br />(1) Purchase or supervise the purchasing of all goods, services, insurance and <br />construction by the city. <br />(2) Consistent with this article and with the approval of the chief financial <br />officer ' adopt operational <br />procedures relating to the execution of his duties. <br />(3) Establish a procedure for the disposal of surplus property which shall provide <br />that competition is ensured as practicable under the circumstances. <br />(c) With the approval of the chief financial officer~~Yn~~~~° ~~ -°-- ---~~~ ~~a -~~~- <br />n~~~, the purchasing administrator may delegate .authority to purchase <br />certain supplies, services and construction items to other officials of the city, if such <br />delegation is deemed necessary for the effective procurement of those items. <br />4. Section 12-176 of the Code of the City of Portsmouth, Virginia (2006) is amended <br />as follows: <br />Sec. 12-176. -Program to facilitate participation in procurement transactions by <br />small businesses and businesses owned by women and minorities. <br />a~The purchasing administrator shall establish a program consistent with this article to <br />facilitate the participation of small businesses, businesses owned by women <br />minorities, and service disabled veterans and employment services organizations in <br />procurement transactions. The program established shall be in writing and shall <br />comply with the provisions of anv enhancement or remedial ,,,Pay,,,-P~ anthnri~a~ 1,~, <br />the city manager pursuant to Code of Virginia & 15 2-965 1 as amended restated or <br />moved from time to time and shall include specific plans to achieve anv goals <br />established therein. ~d b~~-~n~ ' t=- ~.-,mom ~ •*~ 4 <br />.," <br />~~"`'~~~.
