~ ~ a ~ ~~ , 4 AN ORDINANCE AMENDING CITY ORDINANCE 2016-37 TO APPROPRIATE $326,000 TO THE FY 2016 GENERAL FUND OPERATING BUDGET AND TO INCREASE THE FY 2016 CHILDREN'S SERVICES ACT FUND BY THE SAID AMOUNT FOR THE PURPOSE OF FUNDING STATE-MANDATED CHILDREN'S SERVICES ACT SERVICES FOR AT-RISK YOUTHS AND THEIR FAMILIES. WHEREAS, on June 14, 2016 City Council adopted Ordinance Number 2016- 37, which provided for the transfer of $326,000 in unanticipated land sales revenue within the FY 2016 General Fund Operating Budget for the purpose of funding state- mandated Children's Services Act services for at-risk youths and their families; and WHEREAS, since the Children's Services Act fund is a named fund within the City budget, instead of providing for a transfer within the General Fund Operating Budget, Ordinance 2016-37 should have provided for the appropriation of $326,000 in unanticipated land sales revenue to the General Fund Operating Budget and an increase in the Children's Services Act Fund in the amount of $326,000; and WHEREAS, Ordinance 2016-37 is hereby amended and corrected to permit the appropriate documentation and expenditure of the City's state-mandated Children's Service Act funding. NOW THEREFORE BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That it appropriates $326,000 to the FY 2016 General Fund Operating Budget for the purpose of increasing the FY 2016 Children's Service Act Fund in the amount of $326,000 to fund Children's Services Act services. 2. That the source of funding for said appropriation is unanticipated land sales revenue. 3. That revenues and expenditures under the FY 2016 General Fund Operating Budget and the FY 2016 Children's Services Act Fund are increased by $326,000. 4. That City Ordinance 2016-37 be, and hereby is, amended in accordance with the provisions herein, and that City Ordinance 2016-37 shall have no force or effect except as provided herein. 5. That this ordinance shall be deemed to have taken effect on June 14, 2016. ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held on July 12, 2016.
