R-14-31 <br />A RESOLUTION CREATING AND APPOINTING MEMBERS OF A TASK FORCE <br />TO DEVELOP A FLOOD PLAIN MANAGEMENT PLAN AND TO SERVE AS A <br />PUBLIC INFORMATION DEVELOPMENT GROUP. <br />WHEREAS, the City of Portsmouth desires to protect its citizens from damage and <br />injury resulting from flooding; and <br />WHEREAS, the federal government has adopted numerous programs to reduce the <br />effects of flood damage; and <br />WHEREAS the City of Portsmouth is a participating community in good <br />standing in the National Flood Insurance Program and attempts to maximize the City's <br />prating under the Program's Community Rating System ;and <br />WHEREAS the City is required to adopt a Flood Plain Management Plan ("Plan") <br />and to update it every five years; and <br />WHEREAS, the City last updated its Plan in 2010; and <br />WHEREAS, in order to provide a high level of governmental transparency and to <br />maximize the possibility of reduced flood insurance premiums for its citizens, the City has <br />determined that a larger and more diverse task force is needed to develop the updated Plan. <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that there is hereby created the Flood Plain Management Plan Task Force whose duty <br />shall be to prepare an updated "Flood Plain Management Plan" in a manner as required by the <br />Community Rating System Coordinators Manual and to serve as a public information <br />development group. <br />BE IT FURTHER RESOLVED that the Task Force shall be composed of the <br />following city staff members: <br />Director of Neighborhood Advancement <br />Neighborhood Advancement, Floodplain Manager <br />Director of Planning <br />Planning Staff <br />City Engineer <br />Director of Public Works <br />Building Official <br />GIS Department Manager <br />Fire Department EMS designee <br />Police Chief designee <br />Director of Marketing and Communications <br />Office of the City Manager, Senior Management Analyst <br />BE IT FURTHER RESOLVED that the Task Force shall include the following other <br />
