~ 2:`39 <br />~. <br />AN ORDINANCE TO APPROPRIATE THE ADDITIONAL SUM OF $6.4 <br />MILLION IN THE FY 2014-15 EDUCATION FUND. <br />1. That it hereby appropriates the additional sum of $6.4 million in the <br />"Instruction" classification of the FY 2014-15 Education Fund. <br />2. That the source of this one-time appropriation shall be the Undesignated <br />Fund Balance. <br />3. That the appropriation shall be used to insure that the Portsmouth Public <br />Schools has sufficient funds for those programs and personnel that it has identified as <br />subject to possible elimination: Porte Towne Magic, First College (Textbooks), Summer <br />School, Class Size (4-12), Early-Up Teaching Assistants, New Directions, Project Uplift, <br />Starbase, Program Specialists, and the Science, Technology, Engineering and <br />Mathematics Pathways (STEM) Program. <br />4. That estimated revenues in the FY 2014-15 Education Fund and the City's <br />FY 2014-15 Operating Budget are increased by $6.4 million. <br />5. All unspent appropriations under this ordinance shall lapse at the end of the <br />fiscal year, as provided under Section 22.1-100 of the Code of Virginia. Funds encumbered <br />but unpaid by the end of the fiscal year will be deemed unspent appropriation that will <br />require re-appropriation by the City Council. <br />6. That this ordinance shall take effect on July 1, 2014. <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on May 27, 2014. <br />Teste: <br />City Clerk <br />
