(2) Minimize the exposure of building materials, building products, construction <br />wastes, trash, landscape materials, fertilizers, pesticides, herbicides, detergents, <br />sanitary waste -including from portable toilets, and other materials present o the <br />site to precipitation and to stormwater; and <br />(3) Minimize the discharge of pollutants from spills and leaks and implement ' <br />chemical spill and leak prevention and response procedures. <br />(b) The pollution prevention plan shall include effective best management practices to <br />prohibit the following discharges: <br />(1) Wastewater from washout of concrete, unless managed by an appropriate <br />control; <br />(2) Wastewater from washout and cleanout of stucco, paint, form release oils, <br />curing compounds, and other construction materials; <br />(3) Fuels, oils, or other pollutants used in vehicle and equipment operation and <br />maintenance; and <br />(4) Soaps or solvents used in vehicle and equipment washing. <br />(c) Discharges from dewatering activities, including discharges from dewatering of <br />trenches and excavations, are prohibited unless managed by .appropriate sediment filtering <br />controls. <br />Sec. 31.2-8. Review of stormwater management plan. <br />(a) The Administrator shall review _stormwater management plans and shall approve or <br />disapprove a stormwater management plan according to the following: <br />(1) The Administrator shall determine the completeness of a plan in accordance <br />with Section 31.2-6, and shall notify the applicant, in writing, <br />of such determination, within (15) calendar days of receipt. If the plan is <br />deemed to be incomplete, the above written notification shall contain the reasons <br />the plan is deemed incomplete. <br />(2) The Administrator shall have an additional (60) calendar days from the <br />date of the communication of completeness to review the plan, except that if a <br />determination of completeness is not made within the time prescribed in <br />subdivision (1), then the plan shall be deemed complete and the Administrator <br />shall have (60) calendar days from the date of submission to review the plan. <br />
