(4) A Stormwater Pollution Prevention Plan that meets the requirements of <br />Section 31.2-7. <br />(5) Evidence that general permit coverage has been obtained. <br />(6) The required fees have been paid, pursuant to Section 31.2-17, and a <br />reasonable performance bond required, pursuant to Section 31.2-18, has been <br />submitted. <br />(7) The permit application and attendant materials and supporting documentation <br />demonstrate that all land clearing, construction, disturbance, land development, <br />and drainage will be done according to the approved permit. <br />(c) No grading, building or other local permit shall be issued for a property unless a <br />VSMP Permit has been issued by the Administrator. <br />Sec. 31.2-5. Stormwater pollution prevention plan; contents of plan. <br />(a) The Stormwater Pollution Prevention Plan (SWPPP) must comply with the <br />requirements and general information set forth in Section 9VAC-25-880-70, of Section II <br />[Stormwater pollution prevention plan] of the general permit. The SWPPP shall also include the <br />content specified by Section 9VAC-25-870-54, as follows: <br />A. An approved erosion and sediment control plan, an approved Stormwater <br />management plan; a pollution prevention plan for regulated land-disturbing <br />activities, and a description of any additional control measure necessary to <br />address a TMDL pursuant to subsection B of this section. <br />1. An erosion and sediment control plan consistent with the requirements <br />of the Virginia Erosion and Sediment Control Law and Regulations must <br />be designed prior to and implemented during construction activities. Prior <br />to land disturbance, this plan must be approved by either the City or the <br />Department in accordance with the Virginia Erosion and Sediment <br />Control Law and attendant regulations. <br />2. A stormwater management plan consistent with the requirements of the <br />Virginia Stormwater Management Act and regulations must be designed <br />prior to and implemented during construction activities. Prior to land <br />disturbance, this plan must be approved by the VSMP Authority. <br />3. A pollution prevention plan that identifies potential sources of <br />pollutants that may reasonably be expected to affect the quality of <br />stormwater discharges from the construction site and describe control <br />
