<br />R-13-54 <br /> <br />A RESOLUTION SUPPORTING THE CITY OF PORTSMOUTH PRIORITY <br />PROJECTS FOR THE VIRGINIA DEPARTMENT OF TRANSPORT A TION SIX- <br />YEAR IMPROVEMENT PLAN FOR FISCAL YEARS 2015-2020. <br /> <br />WHEREAS, the Virginia Department of Transportation (VDOT) annually <br />develops a list of transportation projects to include in its Six-Year Improvement Program <br />(SYIP); and <br /> <br />WHEREAS, VDOT emphasized the inclusion of bridge and pavement projects <br />along with those to improve safety and reduce congestion throughout the transportation <br />network; and <br /> <br />WHEREAS, the public comment period is currently open for the proposed SYIP <br />2015-2020; and <br /> <br />WHEREAS, City staff has closely examined the City's transportation needs and <br />has recommended inclusion of the following priority projects on the SYIP: <br /> <br />. Funding for the current Churchland Bridge Replacement Project <br />. Funding for the future replacement of the Paradise Creek (Victory Boulevard) <br />Bridge <br />. A revisiting of the contract for the Elizabeth River Tunnels project to remove the <br />provisions that utilize tolls financing for deferred and future maintenance of the <br />Downtown Tunnel-Midtown Tunnel-MLK Expressway Extension. <br />. The development of an alternative funding source to pay for future maintenance <br />of the Downtown Tunnel-Midtown'Tunnel-MLK Expressway Extension Project. <br />. The creation of a fund to offset a potential increase in tolls for projects (Mega <br />Projects) that impact the Downtown Tunnel-Midtown Tunnel-MLK Expressway <br />Extension Project. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia that it hereby endorses the inclusion of the above-referenced City of <br />Portsmouth priority projects in the Virginia Department of Transportation's Six-Year <br />Improvement Plan for Fiscal Years 2015-2020. <br /> <br />BE IT FURTHER RESOLVED that the City Manager and the City Engineer are <br />directed to communicate the above the above listed projects to the Virginia Department <br />of Transportation for inclusion in said Plan. <br /> <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on November 26, 2013. <br /> <br />Teste: <br /> <br />City Clerk <br />
