<br />status, <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />V irginia, that: <br /> <br />1. The City Council hereby finds and determines that it is in the public interest to <br />demolish the Civic Center as soon as it is practicable to do so. <br /> <br />2. The City Manager is directed to proceed with implementing the Downtown Master <br />Plan and Waterfront Strategy, with particular regard to the Civic Center. <br /> <br />3. To that end, the City Manager shall develop options for relocating inmates from the <br />present Portsmouth City Jail to another location or locations so !hat the entire Civic Center, <br />including the jail, can be demolished. <br /> <br />4. In connection with demolition of the Civic Center, the City Manager shall also begin <br />meaningful studies of the future private development potential of the Civic Center site, to include <br />what effect such development may have on the quality of life for Portsmouth citizens and the real <br />estate tax rate. <br /> <br />5. The City Manager shall also explore other possible ways to replace tax-exempt <br />property in the downtown waterfront area with tax-generating property. <br /> <br />6. The City Attorney is directed to assist the City Manager in this effort, as directed and <br />requested by the City Manager. <br /> <br />7.
