<br />R-12-31 <br /> <br />A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN <br />AGREEMENT WITH THE VIRGINIA DEPARTMENT OF MOTOR VEHICLES FOR <br />THE ISSUANCE OF CERTAIN OVERWEIGHT VEHICLE PERMITS ON BEHALF OF <br />THE CITY OF PORTSMOUTH. <br /> <br />WHEREAS, the General Assembly adopted House Bill 806 which will restrict the City's <br />ability to issue permits for overweight vehicles operating within the City's boundaries unless the <br />City enters into a Memorandum of Understanding (MOU) with the Commissioner of the <br />Department of Motor Vehicles (DMV) no later than January 1,2013; and <br /> <br />WHEREAS, DMV has established a mechanism for DMV to issue statewide multi-trip <br />hauling permits that will be valid on all unrestricted state and local highways; and <br /> <br />WHEREAS, the City of Portsmouth desires to have the ability to issue hauling permits, <br />including all single-trip and certain multi-trip permits, for travel within the locality; and <br /> <br />WHEREAS, the Interim City Engineer has recommended that the City enter into a <br />Memorandum of Understanding with DMV for that purpose. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby authorizes the City Manager or his designee to enter into a Memorandum <br />of Understanding with the Commissioner of the Department of Motor Vehicles and to sign such <br />other documents and provides such other assurances as may be required in order for the City to <br />continue the issuance of all single-trip and certain multi-trip permits for travel within the City. <br /> <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held on July <br />24,2012. <br /> <br />Teste: <br /> <br />City Clerk <br />
