<br />R-12-52 <br /> <br />A RESOLUTION REQUESTING GRANT ASSISTANCE FROM THE VIRGINIA DAM <br />SAFETY, FLOOD PREVENTION AND PROTECTION ASSISTANCE FUND FOR <br />ENGINEERING COSTS RELATED TO THE CITY'S LAKE KILBY SLUDGE LAGOON <br />IN THE CITY OF SUFFOLK. <br /> <br />WHEREAS, the City of Portsmouth through its Department of Public Utilities owns and <br />operates a sludge lagoon as part of the Lake Kilby Water Treatment Facility in the City of Suffolk; <br />and <br /> <br />WHEREAS, current dam safety regulations require the preparation of a dam break analysis <br />and flood zone inundation map for the lagoon; and <br /> <br />WHEREAS, the Virginia Department of Conservation and Recreation and the Virginia <br />Resources Authority administer the Virginia Dam Safety, Flood Prevention and Protection <br />Assistance Fund which provides grants to defray engineering and design costs for improvements <br />needed to meet current dam safety regulations; and <br /> <br />WHEREAS, the City has been allocated a grant from this Fund in the amount of $5,000 to <br />defray the estimated engineering and design costs of $10,000; and <br /> <br />WHEREAS, the Grant Manual requires that City Council adopt a resolution requesting <br />assistance before any grant monies can be awarded anQreleased; and <br /> <br />WHEREAS, the balance of the costs have been appropriated in the FY 2012-13 Public <br />Utilities Capital Improvements Fund. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby requests assistance in the amount of $5,000 to defray the costs of a dam break <br />analysis and flood zone inundation map for the City's Sludge Lagoon in Suffolk, as required in the <br />Grant Manual for the Virginia Dam Safety, Flood Prevention and Protection Assistance Fund, and <br />authorizes the City Manager and/or the Director of Public Utilities submit a grant application for <br />monies available from said Fund and to take such additional actions as may be required to secure <br />said funds. <br /> <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held on <br />November 27,2012. <br /> <br />Teste: <br /> <br />City Clerk <br />
