<br /> <br />UROINANCE tUJ.3-~l.~28. <br /> <br />AN ORDINANCE (1) TO APPROPRIATE THE SUM OF $4,900,000 IN THE FY <br />2012-13 GENERAL FUND AND THE FY 2012-13 EDUCATION FUND FOR THE <br />OPERATION OF THE PORTSMOUTH PUBLIC SCHOOLS, (2) TO <br />APPROPRIATE THE SUM OF $2,809,460 IN THE FY 2011-12 GENERAL FUND <br />TO PROVIDE A ONE-TIME BONUS TO CITY EMPLOYEES, EMPLOYEES OF <br />CONSTITUTIONAL OFFICERS, AND RETIREES OF THE PORTSMOUTH <br />SUPPLEMENTAL AND THE PORTSMOUTH FIRE AND POLICE <br />RETIREMENT SYSTEMS, AND (3) TO TRANSFER AND TO APPROPRIATE <br />THE SUM OF $682,153 TO VARIOUS FY 2011-12 OPERATING BUDGET <br />FUNDS. <br /> <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br /> <br />1. That, on May 18,2012, the Portsmouth School Board returned the sum of <br /> <br />$9,943,787 in surplus funds to the City, and said funds became additional revenue in the <br /> <br />FY 2011-12 General Fund. <br /> <br />2. That the City Council hereby appropriates the sum of $4,900,000 from <br /> <br />said additional revenue in the FY 2012-13 General Fund and the FY 2012-13 Education <br /> <br />Fund for the purpose of providing additional funding for the Portsmouth Public Schools <br /> <br />Operating Budget, and that estimated revenues transfers in the FY 2012-13 General Fund <br /> <br />and the FY 2012-13 Education Fund are increased by said amount. <br /> <br />3. That the City Council hereby appropriates from said additional revenue <br /> <br />the sum of $2,809,460 in the FY 2011-12 General Fund for the purpose of granting a one- <br /> <br />time 3% bonus payment to City employees and to the employees of City constitutional <br /> <br />officers and a one-time 1.5% bonus payment to retirees of the Portsmouth Supplemental <br /> <br />Retirement System and the Fire and Police Retirement System. <br /> <br />4. That the bonus shall be excluded from credit towards average final <br /> <br />compensation for retirement purposes; and that for bonus eligibility, an employee must <br /> <br />be a non-probationary, non-temporary, full time employee on June 1,2012. <br />
