<br />ORDINANCE NO: 0 11- 66 <br /> <br />AN ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $181,868 FROM THE U.S. <br />DEPARTMENT OF HOMELAND SECURITY THROUGH THE VIRGINIA DEPARTMENT OF <br />EMERGENCY MANAGEMENT AND APPROPRIATING A TOTAL SUM OF $242,490 IN THE <br />FY 2011-12 GRANTS FUND FOR THE PURCHASE OF EQUIPMENT TO PERFORM <br />IDENTIFICATION, DETECTION AND NEUTRALIZING OF IMPROVISED EXPLOSIVE <br />DEVICES AND TO EFFECT RESCUE OPERATIONS RELATED TO PORT SECURITY. <br /> <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br /> <br />1. That it accepts an FY 2009 Port Security grant from the National Preparedness <br />Directorate of the U.S. Department of Homeland Security though the Virginia Department of <br />Emergency Management in the amount of $181 ,868. <br /> <br />2. That said funds shall be used by the Portsmouth Police Department for the purchase of <br />equipment to perform identification, detection, and neutralization of improvised explosive devices <br />and to effect rescue operations related to port security. <br /> <br />3. That a local cash match in the amount of $60,622 is required for award of the grant, <br />and the source of said match shall be a transfer of funds from the Asset F orfeiture/Police State <br />Seizures account in the FY 2011-12 Donations Fund to the FY 2011-12 Grants Fund. <br /> <br />4. That estimated revenues in the FY 2011-12 Grants Fund are increased by a total of <br />$242,490, and said amount is appropriated in the FY 2011-12 Grants Fund. <br /> <br />5.
