ORDINANCE NO.~ll:3 3 AN ORDINANCE (1) AUTHORIZING THE CITY MANAGER TO SIGN AN AGREEMENT WITH, AND ACCEPT $6,600,000 IN FEDERAL HIGHWAY ADMINISTRATION FUNDS FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT); (2) APPROVING A PROJECT PROGRAMMING RESOLUTION REQUESTING VDOT TO ESTABLISH AN URBAN SYSTEM HIGHWAY PROJECT FOR PHASES 2, 3 AND 4 OF UPGRADES TO THE CITY'S TRAFFIC SIGNAL SYSTEM; AND, (3) APPROPRIATING $6,600,000 TO A NEW PROJECT IN THE FY 2011-12 CAPITAL IMPROVEMENTS FUND FOR THE TRAFFIC SIGNAL SYSTEM UPGRADES. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That it request the Virginia Department of Transportation (VDOT) to establish an Urban System Highway Project for Phases 2, 3, and 4 of upgrades to the City's traffic signal system; 2. That it accepts the sum of $6,600,000 from the Virginia Department of Transportation (VDOT) and authorizes the City Manager to execute an agreement with the Virginia Department of Transportation for administration of an urban highway project for said Urban System Highway Project; 3. That the funds shall be used for traffic signal system upgrades including the installation of fiber optic and wireless connections between the central controller located at the Compound and individual intersections, a back-up controller at City Hall and fiber optic connection to the central controller and numerous new intersection traffic signal controllers.; 4. Thatthe cost of the projects will be borne totally by VDOT, and that no matching funds are required from City; and 5. That it appropriates $6,600,000 in the FY 2011-12 Capital Improvements Fund, and estimated revenue in said Fund is increased by the same amount.
