<br />3. That the use permit is approved subject to the following conditions which shall be <br />observed by the applicants and any successor in interest: <br /> <br />(a) Landscaped islands shall be installed and the general site layout shall <br />be in accordance with the Use Permit Plan dated January 24, 2011 <br />prepared by Land Design & Development, Inc. <br /> <br />(b) An opaque vegetative screen shall be established along the northern <br />boundary of the parking area between the parking area and the existing <br />ditch along Victory Boulevard. The screen shall consist of shrubs that <br />are a minimum of 36" alternating with small trees. The new islands <br />proposed shall also be landscaped in accordance with the ordinance <br />requirements. The landscaping plan shall be approved by the Planning <br />Director, including arrangements to . ensure that the landscaping is <br />installed. <br /> <br />(c) The parking overnight or storage of heavy trucks and vehicles between <br />the building (areas A through D on the Use Permit Plan dated October <br />28, 2010) and Victory Boulevard shall be prohibited. <br /> <br />(d) The occupant load for the Renaissance Performing Arts Center lease <br />space, as contained in this application (designated on the Use Permit <br />Plan as Area A), shall be limited to 500 people, or less as determined <br />by the Building Official. The occupancy load shall not be exceeded at <br />any time. <br /> <br />(e) The days and hours of operation shall be limited to Monday through <br />Thursday, 10:00 a.m. to 9:00 p.m. and Friday and Saturday 10:00 a.m. <br />to 11 :00 p.m. <br /> <br />(f) Sufficient interior and exterior security shall be provided as needed by <br />individuals who are certified by the Virginia Department of Criminal <br />Justice Services. <br /> <br />(g) Noise from the entertainment establishment shall not be audible at the <br />property line and all entertainment activities shall be conducted inside <br />the building. <br /> <br />(h) The establishment shall be operated and maintained as a drug free <br />zone and the sale or use of alcoholic beverages shall be prohibited in <br />the portion of the building occupied by the Performing Arts Center <br />(designated on the Use Permit Plan as Area A). <br /> <br />(i) All new free standing signs shall conform to the NMU district <br />standards established in the Zoning Code. <br />
