These efforts shall be made with the clear understanding that Increased Participation <br />will not necessarily occur immediately, and it will require a determined and patient commitment <br />over a prolonged period of time. <br /> <br />4. The Participation Plan will be preceded by such studies as may be required by law and <br />as may be helpful in achieving the desired goal. It may include recommended non-discriminatory <br />ordinances, as authorized by Va. Code ~~15.2-965.1 and 2.2-4310. <br /> <br />5. The Participation Plan shall include consideration of good faith efforts by contractors <br />and potential contractors toward Increased Participation. <br /> <br />6. The Participation Plan may not entail discrimination against any contractor or <br />potential contractor on the basis of race, shall be within such boundaries and limits as may be set <br />by law, and shall not entail racial quotas. <br /> <br />7. The Participation Plan shall not compromise the goal of obtaining the best possible <br />goods and services at the lowest prices from qualified contractors. <br /> <br />8. All actions leading toward creation of the Participation Plan shall be conducted in a <br />financially prudent manner, including the award of any possible contract or contracts related to <br />studies. <br /> <br />9.
